TOKYO - Chiba Prefectural Police have arrested a 71-year-old former junior high school principal on suspicion of committing indecent acts against an elementary school girl at a welfare support facility in Yachimata, Chiba Prefecture, in May.
The suspect, Mikio Otsuka, works part time at the facility, where he had been teaching children and helping them with their studies.
Police allege that Otsuka touched the girl's body over her clothing and committed other indecent acts while she was using the facility in May 2026.
According to officials in Sakura and other authorities, Otsuka previously served as principal of a public junior high school in Sakura, Chiba Prefecture.
Otsuka had already been arrested twice and indicted over allegations that he touched the body of another elementary school girl who attended the same facility, including an alleged incident in June 2026.
During questioning over the latest case, Otsuka partially denied the allegations, saying he did not clearly remember what he had done while helping the girl with her homework.
"I remember doing something like touching or patting her buttocks while we were fooling around when I was helping her with her homework," Otsuka was quoted as telling investigators.
He denied that his actions were sexually motivated.
Police are investigating the circumstances surrounding the alleged incidents.
