TOKYO, Jan 09 (News on Japan) - Setelah tabrakan baru-baru ini antara pesawat Japan Airlines dan pesawat Penjaga Pantai Jepang di Bandara Haneda, Kementerian Pertanahan, Infrastruktur, Transportasi, dan Pariwisata Jepang (MLIT) telah mengumumkan langkah-langkah keselamatan segera di seluruh negeri.
Insiden ini diyakini terjadi karena pesawat Pasukan Penjaga Pantai Jepang salah memahami penggunaan "nomor satu" oleh pengawas lalu lintas udara yang mengindikasikan izin lepas landas, alih-alih perintah keberangkatan. Sebagai tanggapan segera, MLIT untuk sementara waktu berhenti mengumumkan perintah keberangkatan terlebih dahulu, dan memilih untuk memberikan izin lepas landas secara langsung.
Diyakini bahwa pesawat Penjaga Pantai secara keliru memasuki landasan pacu, tanpa pengawas lalu lintas udara maupun pesawat Japan Airlines mengetahui adanya kejadian tersebut. Sebagai tanggapan, MLIT telah menyusun langkah-langkah keamanan mendesak, termasuk menahan diri untuk tidak menyampaikan perintah keberangkatan terlebih dahulu, dan langsung mengeluarkan izin lepas landas.
Maskapai penerbangan juga telah diinstruksikan untuk melakukan pemantauan menyeluruh dari kokpit selama lepas landas dan mendarat, mengingatkan kembali kepada pilot tentang instruksi kontrol terkait dengan jalur masuk ke landasan pacu, serta mengubah warna garis pemberhentian sebelum landasan pacu di bandara-bandara seperti Haneda, Narita, Osaka, dan Kansai menjadi warna yang lebih mencolok.
MLIT telah membentuk peran baru di operasi kontrol Haneda untuk terus memantau monitor yang mengkonfirmasi posisi pesawat. Pasukan Penjaga Pantai Jepang telah diinstruksikan untuk mengadakan rapat keselamatan dan memeriksa manual operasional sebagai bagian dari tindakan keselamatan darurat. Penjaga Pantai telah mengarahkan semua pangkalan penerbangan di seluruh negeri untuk mengadakan pertemuan guna memastikan komunikasi yang jelas di antara anggota kru mengenai prosedur dan pembagian peran sebelum dan sesudah penerbangan, dan untuk secara aktif berbagi pengamatan selama operasi, dengan menekankan praktik Manajemen Sumber Daya Awak (Crew Resource Management/CRM).
